I glanced thru the 16ga Manual from BPI.
I do not see anything even close to your desired psi and fps desire. Ungodly psi and fps galore.
I have 3 vintage 16 ga SXS's and just stick to 1 oz and Rem hulls and have all kinds of recipes for your desired wishes and never need shot cards or such.
I am in the process tonight of starting to load 16 ga shells
Rem Hull, Unique 19 gr. Rem 209 primer WAA 16 WAD for 1165 fps and 8600 psi
I know you said no 1 oz but this is what I do and avoids a lot of frustration with components.
