Disclaimer- When it comes to welding, I don't have a clue what I'm talking about.
That being said, I had someone describe to me that he was able to weld up some drilled holes in the top of a Winchester 52B sporter by making welding rod out of an old damaged receiver. The fix was indistinguishable when finished. Is that possible? This was about 20-25 years ago. Google You Tube video of Art's gun shop repairing a Browning salt gun receiver.

Tudurgs, Yes you can do that.
Just remember, Welding means fusion.
Filler rod is for filling, or replacing.
There is no technical reason that two similar metals cannot be enmeshed with a limited heat affected zone.
It's not unlike using coat hangers to repair exhaust systems in our impoverished youth. Homemade welding filler rod, or wire, in the case of coat hangers.

Hill's does not have a FFL, and cannot accept receivers for welding. This answer from them via email yesterday.
Oh well. Back to square one.
