I really don't think so, although I'm highly confident it was completed in Suhl. It would seem that Lower either had a parts kit delivered to Suhl & completed or placed an order with a middle-man who did the same. Odd is that that the APUN is missing and whoever assembled it didn't hold the the permission of use fee in high regard and neither did the end user. Might be a one off as Lower's fortunes turned South about the time this was manufactured(1884-1887). Possibly he has one made for a store display to go along with his catalogue?
