They are not supposed to but the one I've used for 12 years does. It has never affected the trigger pull or created a problem so I've let it go even though I have other parts that would allow me to fix it. I believe it's the only one that I currently have that does, though one other gun will fire with a very light pull of the trigger if you do it dry.

I once jumped a rabbit and pumped it so fast I hit it with both shots. A serious down side!
