you are to the point, the second option implies the long journey throu trial and error, e.i. paradox conicals, sizers, cases & power. (Aside from a local reloading permission, that implies an enormous redtape, in particular with the anti-gun bureacrats now in power). But, it is the safest so far. Any further opinion is welcome.

Hey, buy a sizer at .730. Get some Holland ammo and take it apart. Resize the conical and re assemble the cartridge. You could also shake out a few grains of powder and work the load up slowly, if that doesn't break any laws.
