From my experience sending a lock from a SLE to England for repair, I'm guessing John Boyd is correct. What a pain with customs. They want to know everything. When the gunsmith picked my lock up at customs in UK, he had to pay 200 to get it to repair. It was refunded on the return. It was held up in Customs in the UK for about 4 weeks due to a glitch... I'm guessing because it was a gun part. Point is, it's not as simple as mailing a letter.
