I think the ones you refer to were "drill rifles" and were demilled by welding the chamber, bolt release and I think the firing pin, so as to not allow any firing of live ammo; used usually in parades. The thing about them that make them hard to "rehabilitate" is they were welded with a stainless rod and pretty damn hard to clean them up and reblue.
