The P14 Enfield action was originally designed around a cartridge, the .276 Enfield, 3.23" long as compared to a 3.750" .416 Rigby, but yes, it can be shoe-horned in.

However, it's not ideal and with CZ 550's in .416 Rigby available at tempting prices, it's hard to see the economic logic behind that kind of conversion, unless you are able to do most of the work yourself. By the time you grind the ears off, profile the bridge, drill and tap, fit a trigger (with or without cock on opening), convert the magazine or purchase a new one, fit a barrel and sights and make a stock, by my reckoning you have at least the price of a used CZ invested.
