Is something broken/stuck?
It depends upon how it was originally designed to operate. Not all doubles were designed for the top lever to stay over while open. Do you have to move the lever to the right to close the gun or does it move itself upon closing & then snap back to center when closed. If the gun operates in this manner then this is the way it was designed to be closed. On the other hand "IF" you have to hold the lever over while closing to keep the lug/s from striking the bolt/s then Yes, something is stuck, broken or missing.
