If someone chooses to send Ebay an email about this item they will pull it. From a technical perspective I think it is pre 1898 and is an "antique" so the sale and shipping should be legal.
EBay is hit or miss on these type of items. The still will not let a plastic empty hull be sold but will allow gun parts to be sold. Until about a year ago all barrels were banned. there is no one person in charge of what is legal what is not. If the description and title do not trip a automatic filter the item gets listed and perhaps sold.
