Is that a reversed safety? Is it a headless cocking piece? Is it an issued pisol grip stock, checkered, and slimmed?
As to who did the work thatis not my field.

Yes, A reversed safety and headless cocking piece, a much later addition. I don't even know if it's still 30-03 or not. Not a Armory stock that was reworked.

The floor plate looks like it may have been etched for depth and rough-out. Then additional detail added with gravers.
I think the initials are 'L W T W, Jr'
Maybe just 'L W T Jr' with an extra fancy T to hang Jr on.
Maybe 'Lt. W W Jr.' w/ it's USMC insignia
Hard to put multiple letters in order sometimes. They don't always read straight across or up and down.

I wanted to see what would turn up in the Springfield research if anything before I said any names.
The name I do have is Littleton W.T. Waller JR. I'll do some background a little later.

I think Grandview is onto something, that could be the Waller family coat of arms below the USMC emblem see waller coat of arms
