From the pic, it looks like the bore is centered between the flats but the unusual crown is not. If this was a liner that was recessed, it seems the bore of the liner tube must be off center. That's not very likely. Not saying it wasn't re-lined, but the crown must have been cut using some crude jig to hold an end mill in a hand drill or something. If the crown was lathe cut, you'd think it would be centered. Of course, it could have been a quickie job using a four jaw chuck with no care taken to adjust the jaws and center the bore. Maybe it was lined. Maybe it was someones crude attempt to repair damage to the original crown.
