I was bidding on a gun part this morning and the following came up, inferring that, by bidding, I would agree not to traffic in arms or parts to out of country buyers. It refers to Part 121 of the International Traffic in Arms Regulations but there are many more parts of the Dept. of State dictum. (This was on Ebay.) This is dated to 2011 but this is the first time I have seen it: http://www.pmddtc.state.gov/regulations_laws/itar_official.html
