The source of the charcoal, the granule size and the moisture content of the charcoal can all play a part in the final colors. Also the height above the quench and the aeration. At least, that is what I was told. It may just be that this particular effect was asked for by the customer.
What I find interesting, is the fore end iron looks blued, as does the trigger guard.
