Why can't someone buy a case or two of lead shells and then ship them over to the outfitter? Or are there restrictions on that operation also?

That's the problem with some threads; people pop up stating that they have lived there and hunted there so you should try it also. Then when you try and ask a series of questions, they disappear.

I can understand your friends Chuck, because I'm in the same boat. They've hunted with their guns for years and their guns fit them like a well-worn glove and you want to use them everywhere you hunt then they tell you, Sorry, you cant, no ammunition. Well, can I ship some in? No, you can't do that either.
Pretty frustrating to plan hunts anywhere but here.

Shotgun ammunition in Southern Africa of any sort is easy to acquire but may take some effort and investigation. Two years ago I ordered a flat of 2-1/2" twelve gauge cartrides with 30 gram (1-1/16) load from Rosenthals in Windhoek. They brought it up from Rosenthals in Cape Town. Suggest you call or use the website contact form for The Powder Keg in Joburg and see if they sell the .410 ammo you want, can get it, or know where you can order it. If they can get it, once off the plane, take your Temporary Firearms Import Permit and go to the shop and pick up a flat or so...

When we go to Africa, we supply Eley ammunition for all the shooters, 2 1/2" for the English gun users who need it is no problem. We usually supply 12-bore and 20-bore without any problems at all. Other gauges may be a bit harder.

Okay, we know about South Africa not allowing repeaters but what about the other countries, do they allow repeaters in and are they good for just bird hunting trips?
