The whole City of Rio is ringed by hills which are occupied by squatters,gangsters,dope dealers etc. The "Streets" or what passes for them have no names and there are no maps of these areas. The police won't go up there unless it's absolutely necessary and then they will go as a group.
It's going to be interesting to see what happens when the Olympics are in progress. Downtown Rio is a beautiful City and everything is well maintained.
