It looks like the sides and the bottom plate were done by different hands. The sides are much better to my eyes. The animals on the sides are all carefully outlined for added depth. The elk on the bottom isn't done the same way.

I understand your observations, but I do a lot of image analysis for my job and know how if you blow up an image (i.e to make an engraver's signature apparent) that can affect how the remainder of the image appears.
It is best to be able to look at the drilling itself to make conclusions about the engraving, second best is to have photographs of the engraving reproduced to the same scale.
