Breaking the bank is different things to different people.

As Larry said, CZ at the top for economy. SIL loves his CZ 28 Bobwhite 5 lb 10 oz. Prefers it to his Citori 20 or 1622 for grouse.

Between he and I, we have owned five Huglu made SXSs amd have yet to have one with the barrels not regulated well.

Last year, I found a 28g Parker Repro with 28" barrels for $4k even. The gun was what looked like unfired, but the case had been water damaged. I've seen similar prices on Parker Repros recently.

A used Spanish sidelock gun would be another possibility.

Paid $2600 for my round action AYA #2 a couple of years ago. Not everyone charges retail if they really want to sell. Be patient and don't carry your shopping list on your forehead.
