I'm not sure you have a regulation problem here. You have a POI vs POA issue that should be curable with stock adjustment. If I understand your post, the barrel POI are separated by not more than an 1 1/4", more likely by 3/4". Now that sounds like the distance between the barrels and that both barrels are shooting exactly straight ahead. If you were to give your stock about 3/64" cast-on at face, I think you would bracket the POA with the each barrel about 3/8" to its outside. Since the barrels seem to be firing straight ahead, I think the separation will not increase with distance, or at least not very much.
You should be able to tape on a face spacer of 3/64" to 1/16" and test this out pretty quickly. If the spacer works and doesn't mess you up on vertical adjustment, then you can keep it, get a better one, or have the stock bent.
