If by "best" you mean "London pattern best," then, no. If by "best" you mean "best work gun," then a resounding yes!! The "London pattern best" (a best work SLE, STTF, and no through lump) is a style. A "best work gun," IMO, can take many forms wherein the workmanship, materials, and design yield a gun of exemplary functionality, durability, and aesthetics.
Remember that gunmakers' advertising was working for exclusion rather than inclusion. Therefore, the use of the word "best" in advertising is always suspect. Further, a lot of gunwriting over the years has depended on advertising for subject and fact.
For the guy on a "beer budget," Birmingham A&D boxlocks offer very sufficient functionality and durability. Aesthetics may require compromise, although patience shopping may well yield a sufficiently attractive gun. Keep in mind that the bespoke part of most "best work" guns wherein the gun is very carefully fitted and built to buyer specs is critical to satisfaction with the gun. Any 'ole "best gun" is not going to suit every shooter.
