Hello all and thanks for all the great responses. It does seem as if this gun was started in Philly and finished by Savage. Dave (Researcher)has suggested this and makes sense. He said that it may have been part of a batch that was not finished until orders came in for them after the Savage buy out.
I did buy the gun. I got it for less than the asking price. The seller was great to deal with and was very helpful and answered all my questions. Always wanted a higher grade Fox so I guess this fits the bill!

I also shot the gun today and I'm happy to say that she functions just fine. The ejectors are well timed and quite strong. The ST also worked without flaw. I also shot her to check POI (was not to concerned about patterning at this point). The POI is spot on, the R. bbls shot 60/40 and centered (perfect!) the L. bbls shot more like 50/50 and about 2" to the left. I checked the POI at 30yds. I was using 1oz New Era low pressure loads. I'll only shoot low pressure loads in her anyway. In fact I tend to shoot 2 1/2" loads in all my guns, 12's and 16's.
While this may not be a collectors piece, she is a good shooter. I happy with her.
