Yes it is harsh and unreasonable. In the US it is unlikely that a jury would have found for the prosecution. Even if it meant jury nullification.

I remember an instance where, in the UK, someone found a rifle in the dustbin and took it to the local police station, instead of ringing the police to fetch it. He was charged.

Total idiocy.
