NP, the handguard is one of the carefully weighted creations of John Bugden. It contains a bit of lead sheet to get the weight up to that desired. This data was taken a couple of years ago to get an overview of what weighted handguards did for balance and MOI. The prime question was could light guns be weighted up without overdoing it on moving balance point and increasing MOI. The results say you will influence balance a lot more than MOI.
You are right that a vey thick handguard could be used for black powder shooting without unduly changing the guns handling dynamics.
