The W. Richards with ELG proof marks may very well be one of the inexpensive Belgium knock offs intended to trade against the excellent reputation of Westley Richards and W. Richards (both British brands). Lots of W. Richards Belgium guns floating around USA. Many have the barrels marked Laminated Steel as another indicator. Usually a look at the proof marks will disclose the true origin. The Belgium ones are not anywhere near equal quality or value of the British guns and the laminated steel barrels need a close inspection and expert advice before you use any smokeless powder loads through them. Hopefully your gun is the British variety. It is not a Westley Richards because they never abbreviated the first name.
