I have removed loaded rounds by attaching a drill bit to a rod that are both a loose fit to the bore size. I grind the drill bit end flat and sharpen it so it will cut the bullet tip to a flat surface, then a second rod and small drill bit are used to drill through the bullet. Attach a t handle or vise grips to the rods and turn them by hand.. Once the bullet has been drilled through , I pour lots of penetrating oil in to soak the powder and the primer and leave it for a couple of days. You can then hydraulic the primer out, usually pops out without too much pressure. Now the primer pocket can be drilled and tapped for a 1/4"NC thread and a threaded rod can be used to jack the cartridge out.
