I am negotiating a trade with an individual two states over involving a car for several of my guns. 17 of them to be exact. So what is the best way to handle this? Two of the guns are pistols. I'm aware that it has to go FFL to FFL but how will I ship all of them and how will that work on the other end? This could cost a small fortune just to get them in his hands.

If you shipped the guns, you don't have to have an FFL but you have to ship to an FFL.
He can't mail the car so I would get someone to drive me to his premisis and complete the deal face to face, considering the laws of his state and drive the car back home. Maybe he would pay for half the gas for both cars.

can I drive the guns to an FFL in his state( Indiana, I'm in PA ) and have him meet me there? I would feel much better about that than shipping $15K worth of guns to an unknown. Or can I do just that, a face to face trade at his residence even though he is not an FFL and I'm not a resident of that state?

I believe a transfer between residents of different States has to go through the books of an FFL in the State where the transferee resides. No reason you can't drive the guns over though and have the transferee's FFL book the deal...Geo

Yes, you can drive them to an out-of-state FFL, but the transfer must be through an FFL, of course........you would be the 'private' transportation, instead of 'public' transportation.......and that is within the law.....California and New York may be the only two with weird laws.....a phone call to the FFL in the receiving state would answer all your concerns.........the 24 hour stipulation for handguns is for "public" carriers, but these hand guns are your legal personal property, therefore, that law would not be in effect as you personally transport them.....

That would be nice, but I think the '68 Gun Control Act makes that a felony. See par. (B-2 and B-3) on the BATFE's FAQ's at: http://www.atf.gov/firearms/faq/faq2.htm#b7The transferee could also drive over to the transferor's State and swap the car for the guns through an FFL there, so long as that did not break any State laws...Geo

Better work a bulk deal with the FFL; mine charges $25 per gun and that's cheap.

Drive to Indiana with a PA FFL holder. Offer to buy him (or her)lunch. Seriously, don't you know an FFL holder that would take the trip with you? I suspect you could be appointed an agent of the FFL.
