There is no requirement that you have a copy of the FFL for the receiving end,just that they have one.You can also now fax the copy.The ATF has this for checking dealer (01) FFL's

It does not have C&R (03)FFL's thou.I just send mine with the payment,I do wrote across it "FOR RECORDS ONLY"


I have also called them once when I got a pawn FFL from a buyer to be sure it coud be used as a transfer(it could) and if it expired before gun got there(license had a couple days left) was it still ok (it was).They even checked to be sure there where no violations against it (and yes I wrote name/date/time of person I talked with at ATF on back on FFL)
Please Ben-T's buyers found another dealer who knew the rules instead of using the bozo who did not.No requirement or need for a FFL on sellers end.
