Yes, Jim, If your shipping dealer gets the gun back from the other dealer who customer decides not to take this, he must complete a 4473. However the first question that asks if he is the actual buyer is left blank.

Its required by law that if a dealer accepts a gun for a transfer, even if a transfer does not occur, he must log it into his books, and then lot it out again. Its the intent of a sale/transfer.

Also here's one I will bet Jim did not know! It's also required even if a gun is brought into a shop and left over night by an individual, so for an appraisal or such.
