Daryl, I'm guessing that's likely due to pressure issues rather than pellet hardness. And of course that's something we have to keep in mind, when we're talking nontox loads for our vintage doubles: It's not just the hardness of the pellets, but just like we wouldn't shoot modern American factory loads due to pressure, we also have to make sure these barrel-friendly nontox loads are also OK pressure-wise. That's the nice thing about the Kent Gamebore 2 1/2" TM loads. Or the RST nontox loads. Just wish they didn't cost so darned much.
