Fine Laminate is the Belgian term for Twist another form of damascus. It would have been confusing for the Belgians to use the word twist as all damascus is twisted. It was the cheapest form, not because it was weak, but rather because the billet was the least expensive to purchase from the rolling mills.

As to markings, the Rival was mainly produced by Louis Muller as Daryl reminded me. Muller was a Belgian maker circa 1880 to about 1914. I am sure Crescent used other makers over the years.
