I would recommend you do what I did when I had a dispute with the USPS local post office concerning a shotgun. I printed from the web the particular pages from the USPS Domestic Mail manual that described what firearms can be shipped by an individual who does not hold a FFL and futher printed the page that states that the post master does not have the authority to interpret the firearms regulations and laws. I carried this back to them and they were amazed and said "I had always thought we could not do that" as well as looked dumb.

I had a UPS driver deliver my gun to my FFL's neighbor and tell me it had been delivered to the correct address. I didn't receive much satisfaction in the first three phone calls on the fourth call I told them they would be talking to the ATF on their next call on this gun and low and behold their driver remembered where he left it.

All of this advice is much appreciated. I'm learning first hand what we are up against as gun owners. I wrote an appeal to the original denial letter, which is part of the process. It references passages from USPS's very own firearms shipping regulations plus some extras from the ATF website. Hopefully the claims reviewers will understand and/or believe their own regulations when presented in simple terms. Seems pretty clear to me but I'm not holding my breath. If this doesn't work I'll likely contact an attorney. I'll provide updates.
The gun was sent registered mail.

Well, the post office came to thier senses a realized that shipping long guns to and from a gunsmith is legal - and insurable. It took a strongly worded appeal letter citing USPS and ATF regulations but it worked. I recieved my check for damage today. I'm willing to share the letter if anyone is in a similar argument with the USPS.
