Experts from police decrease powder in ammo trying to get shot bullet with minimum defects, but with very good visible traces from rifling. As result bullet sticks in bbl. These idiots like to shoot second time trying to get the stuck bullet or to use rod and hammer without drilling hole in stuck bullet first. I heard about at least 4 the same cases.
