Somewhere I should still have a taped copy of that TV broadcast, IF I can find it after several moves. My recollection about reason for pistol range was for regular practice for the guards. Hope I can find that tape and correct or confirm my memory.
There are numerous such deep underground facilities for leadership folks, in quite a number of cities in Europe, all dating from WW2 time. Would love to visit the one in Samara, IF I ever get back to Russia again.
Long ago the Swedes experimemted with various ways of decorating walls of such underground facilities so as to lessen the feeling of being in a deep hole in ground. Fake doors and windows, even with nice views, was one effective method.
