Here is a trick that I have used on furniture that had paint speckles.
Using a "tool" such as a stainless table knife, press tip(flat side down) into the edge of the spot. Not too hard. If the paint is very old and hard, it will pop off the spot. When all are mostly gone, 4-0 steel wool and some oil will remove the remainder.

If the paint is latex or slightly soft, prick the center of the speckle with a pin and add some oil and wait a few days. This will often loosen the paint so that it will then be easy to push it off with the knife tip.
