I have a JJ Riga. He was granted a patent circa 1860 in Liege. No other info.

There was an Edward S Buckley who founded a steel making operation in PA that was in operation until the 1880's. It is a famous site, Hopewell Forge. http://www.nps.gov/history/history/online_books/hh/8/hh8j.htm

There was also a Buckley Steel in operation in the Detroit area around WWII.

I did not think either of these fit the time frame Walt was referring to.
