Randall, the figure you got for the Estates is the SAAMI-established limit for the 28ga. That's pretty much all you're going to get from any American ammo maker. Or at least the big ones. Their concern is to stay within the SAAMI limits. Generally speaking--other than loads like the Win Featherlites and the special run of low pressure shells Federal did for Midway--low pressure isn't a major concern for them. The Eley Grand Prix should fall within CIP standard pressure parameters, which are lower than SAAMI.
