The common construction is as David mentioned above. The first couple inches from the breach are often a part of the lug as on a Parker, LC Smith, Fox, and many others. This is usually brazed on. The rib is then soldered on forward of this. If done correctly, it should butt up against the short "stub rib". On my Parker, I ensured it was soldered to it tightly. It shouldn't cause any problem if it isn't tight other than a potential leak path for water to get into in the rain.
