as a unlicensed individule he will have to use either UPS or Fedex both require overnight shipping for handguns (the employees have less time to steal them !)A lot if not most of the shipping stores will not take a gun (they can make up their own rules and do)so you have to find a company branch and have the info from their rules handy in case you run into flak.

Of course kalif may well have some law against it but yes a unlicensed indivdule can ship a handgun to a FFL.
