Doug, I am sorry I should not have replied to your post. I am not certain what I have told you is law, but I felt it would be a legal and expeditious way to do what you want. If I were you I would want to know for certain what PA, NY, and NYC require so it maybe best for you to call the ATF or the manufacturer of your gun. I attempted to search the ATF site for an answer, but I am uncertain the FAQ section is definative.
