The Declaration of Independence established the principle that government derives its just powers from the consent of the governed. Many armed societies bowed their heads under dictators, caesars, pharoahs and kings - 'divine right' ruled England when every man had a longbow. Without the consent of the governed, the Second Amendment would be meaningless.
