Brother just sold a gun on GB and the guy ends up being a CA resident. Obvious a FFL to FFL, but he mentions a new regulation on another permit or cavity check must be made? What gives? Randy

The sender is required to go to the Calif DOJ site and acquire an authorization number that is the approval to send it into CA.

Here is the letter sent to FFL dealers.
Note that 03 (C&R licensees) and 06 (ammo mfg)are not affected by this, also antique firearms (pre 1899) also

Notice to all FFLs: The California Department of Justice (CADOJ), Bureau of Firearms has issued an information bulletin to all federal firearms licensees (FFLs) regarding the new California Firearms Licensee Check (CFLC) program.

Beginning July 1, 2008, all FFLs intending to deliver, sell or transfer a firearm to a California FFL must obtain a verification approval number from the CADOJ Bureau of Firearms. This includes transfers that occur at gun shows. This requirement does not apply to persons licensed as collectors of curio or relics (type 03 FFLs) shipping curio or relic firearms or to nonlicensed individuals shipping firearms to an FFL in California. Additionally, the CFLC program does not apply to persons licensed as manufacturers of ammunition (type 06 FFLs).

Copies of the verification approvals must be retained by both the shipping and receiving FFLs. Additional program and enrollment information may be obtained at http://ag.ca.gov/firearms.

Why does it have to be FFL to FFL,from the BATF's rules a FFL is only required on the recieving end.
If he gets a copy of the buyers FFL and sends it what happens? Nancy P or another socialist sends the Kalif Licence check people? They send the gun back?It says right there this does not affect unlicensed individuels.

I think RMC's brother is an FFL. Whatever. If the gun is shipped before midnight today (with proof that it was in the carrier's hands before midnight), then you don't need to screw with the new rule. After midnight, you gotta follow the new rule. What a royal PITA.

Did I miss something? or does it say nonlicensed individuals are not bound by this law to get the approval number?

Chuck you read it right. It makes no sence. Only want to number the people with FFLs. SO if you have a FFL could you have your neighbor ship it for you, to avoid the red tape??? I thought Arnold had his $hit together a little more than that, JESUS.

It's not Arnold (although he is an accomplice on a lot of this stuff). The problem with these laws is an activist Attorney General's office (recently Lockyear and now Brown), and the usual gang of goofball, idiot, dirtbag, media whore politicos in Sacratomato. Be afraid. Be very afraid.

You can always have your gun carried into the state by an illegal alien. They will carry it across the border and deliver it by hand to your buyer. Just write all the information down in Spanish and they will take it for there. Never a broken stock like UPS or Fedex. No stinking background checks. No stinking badges either.. Oops, wrong movie.

CA, NJ and MA are states that many dealers hate to sell gun that have to be shipped into them. This just makes it worse for the buyer in those states and better for us.
