As a matter of fact the youth programs are booming in California. High schools have shooting teams and are even in the local (Sacramento) news occasionally..
And they're not shooting SxS guns for obvious reasons

You know, the hormone blockers are free at the high school, right? Always makes me ponder the nonexistent concern “for the ‘chirens” over lead shot when I look down that rabbit hole, here.
Doubles? There was a young lady that shot on my son’s league, using grandma’s SKB model 150 20 gauge SXS. She shot my sons Mossberg 500 12 gauge much better. But, she didn’t care.
Grandma got her involved, and was in the stands cheering for her. I was, too. Yea, she was the outlier. So what?
There were no high school trap leagues when I was in high school, much less with entire squads of teenage girls kicking ass and taking names. There has been plenty of hand wringing from the usual suspects about the wisdom of what is happening, but, the cat is out of the bag, and despite efforts like the one I linked to, above, little can be done at this point to hamper what are the fastest growing sports in high school.
The usual suspects, are everywhere.
