Well, it looks to be an Ernst Kerner, who just was not related to Emil Kerner. Just 2 Kerner Büchsenmacher's related only by trade. The drilling platform for a 13 gramme bullet 1st passed thru the Suhl Proof Facility in June of 1924 and then again in March, 1926. Interesting that the tubes have Nitro on the outside but the proof date is the mid 1920s.

Suhl used a Ledger # just like Zella Sankt Blasii-Mehlis from September 1923 till mid 1924, or there was a renovation of the Suhl Proof Facility(but info suggests that was in say 1921) and Suhl wares were sent to the Z-M Proof Facility.
