Several years ago, I placed a set of 20 gauge barrels on a 12 gauge M21. The gun closed perfectly, and I went grouse hunting. First flush and trigger pull - no bang. Looked at the primer and saw a minor dimple off center. Took a while until I figured out how dumb I was.

I think there could be a slight problem with firing pin alignment.I experienced the similar situation and it Looks the primers in those 28ga shells would set a bit high & wide for the pins to strike them centrally.
