When someone states lever to the right what do they mean? Shouldnt the lever return to the center position when closed and not hang off center ?

The position of the top lever generally indicates the amount of wear on the bolting surfaces of the gun. If the gun has underbolts ala Purdey the wear is indicated on either the lump slots or the bolting wedge. A rotary bolted gun ala L.C. Smith, A.H. Fox, Ithaca, etc., the position generally indicated the wear either on the rib extension slot or the radius of the rotary bolt. This method is not foolproof but a good guideline to indicate wear on such surfaces. Chopperlump

Most American doubles and a lot of other makes came from factory with the toplever to the right. When gun wears , lever will move to the left. Bobby

Quite a few European Dbls (English & Continental) did not have their levers set to the right & do not move to the left. A simple check is to remove the bbls & see where the lever ends up. If it stops at center it's not going to move over when assembled & likely started there from day one.
