The barrels he offered were "contoured blanks". I assumed that meant that striking down would not be required, at least if you liked the thickness they arrived with. Shaw would probably be willing to make them to spec for barrel thickness, if you knew what you wanted/needed. Still sounds like a lot of fun. I have been considering building some barrel sets for an O/U. I found E.R. Shaw's sight for the barrel blanks. And a local CNC shop to build the mono blocks (roughed out). I'm not sure if it would really be worth it in the end. You either have to over-engineer or come up with your own system to proof the barrels after joining them to the mono block. You could always talk to these guys. Barrels are a real specialty to manufacture. Gundrilling rigs are dedicated machines with pressure fed cutting oil running thru the gundrill to the tip. Honing machines for the bores are expensive dedicated machines. Turning the o.d. is fairly straight forward since the traditional barrel contour is a couple straight tapers from the breach end then going into a constant o.d., then blended by hand generally. This is the traditional profile from vintage guns. Theoretically, a modern gun could have any profile that is pleasing and functional, given the advent of tracer lathes and NC lathes.
The project sounds like fun...and lots of work. I hope you've come up with some things that make your design unique and worth the work. Blending of modern tech with traditional concepts is fun.

I contacted either a Spanish or Italian maker years ago about getting some chopper lump barrel blanks. They wanted $750. I bought Galazan tubes for 200. BTW, Galazan uses this method of joining the tubes. Note the register pin hole. The assembly is silver brazed at the breach end. What alloy they use, I don't know. As you probably know, there are many alloys with melting temps all over the place.

this is one of the coolest projects I have heard of in years. Did you start from a forging or machine the action from scratch? Do you have any pics of it?

Any individual can build a gun for his own use. No FFL is required. The gun need not be "registered" nor serialized. But ATF recommends serializing and and uniquely marking the gun (for law enforcement traceability if the gun is used in a crime, no doubt).
