You might check out Lil-gun I haven't used it for 410. However I use it in 357 loads for deer hunting. In the 357 I get all the fps. I would with 296 or 2400 at much lower pressure.

I've used a lot of Hodgdon L'il Gun with total satisfaction. It bulks a little less than W296 and it is easier to get good crimp space. Don't know how pressures compare, but as others have said that really shouldn't be an issue with published loads, and that information is readily available.

I'm using Lil'gun also. But I don't recall pressures being noticably lower.

.410 loads are not exactly low pressure. But, relatively speaking, the newer powders like ATK .410 and Lil'gun have faster burn rates and operate at relatively higher pressures. Hull lifespan is shorter, too.

296/H110 and 2400 are the standbys and will give less pressure for a given velocity/payload combination - all else equal. 296/H110 is my favorite and will support 1300 fps loadings in high-capacity AAHS hulls.

Another slow powder that is seldom considered b/c of it's loading density is IMR 4227. I haven't seen data for this one for quite some time.

Go to the books for pressure figures. No one here is going to quote them by the numbers. To answer your questions, I have used kegs upon kegs of 296, now am into a big keg of 2400 that will be half full when I am dead. The Skeeter doesn't need coddling, nor does the Lefever. Load by the book or add a grain or two if you need it. I evaluate .410 loads by score and sound. My scores are high and my sound is over the limit. That's the way I like it.

Hodgdon site give several mild pressure loads for the .410.

Hodgdon data from their site.

AAHS hull, H110 15.2 grains, PC Orange wad, Fed 209 primer, 1200fps, 8,600 psi.

I am sure that you might find a few loads lower than this one, but not many. I have loaded this one and it breaks clay targets well. Not a sharp report like some of the much hotter loads but still effective.

H110/296 all the way. I've tried Alliant 410, and although its cleaner burning, and won't goober up a charge bar, velocities were very inconsistant, especially with Remington primers; Winchester primers were not much better. Lately I've been shooting skeet with the hotter H110 loadings in HS hulls, and have been amazed at the breaks I'm getting... I'll be forever sold on H110/296.
I looked up 4227 on IMR's website, and they only list data for old style AA, Rem. SP, and Fed. hulls. I wonder how this powder would perform in the HS hull...

Thanks for the responses.
I hadn't thought of using H110, I'll give it a try.
I have been using the Skeet-er for a while now, with Winchester HS loads, and my reloads with Alliant 410, but I've felt a little uneasy when I look at how thin the barrels seem.
The gun is probably fine for any reasonable load.

Have you actually determined the wall thickness? .410 bbls "Look" skinny from the outside because they are so "Skinny" on the inside. I doubt seriously you have an actual problem in that area, but an actual measuring would give you a lot of peace of mind.
