Could not find anything in a search for Winchester's Model 23 Pigeon Grade. Would like your thoughts on overall performance and durability I would be using it for waterfowl. Has anyone ever had choke tubes put in one and were you satisfied?? Thanks

My Winchester Model 23 came with factory "Winchokes."

I've owned it for 20+ years and been very pleased.

I am very pleased with the performance and durability of my three Model 23's, a 12, a 20 & a 28 gauge. 30+ years of use for the 12 and 24/25 years for the others. The barrels a chrome plated and if you get one choked IC/M (26" barrels) or one of the late guns with the choke tubes, you could use steel shot (if you must!).
I have used my 26" IC/M with good results on ducks and Sandhill Cranes.
I would not have choke tubes installed, but that may just be me.
The Model 23 was the first double to offer choke tubes.

Were those original Winchokes steel shot compatible? If so, I'd think it better to look for one with factory chokes.
