I imported one, back years ago (late 90's) when importing was easier than it is now, and shipping costs via DataPost--I believe that was the name of the British company that handled the shipping--were very reasonable. On the ATF form, which had to be signed by someone with an FFL, you could put your own name as the recipient and then finish the paperwork with your FFL guy once the gun had arrived. Mine came to a rural post office in a small Iowa town. The postmistress collected the minimal fees and I was out the door with my gun. (Which I'd purchased at Greenfield's in Salisbury.) I'm pretty sure at that point in my limited knowledge of British doubles, I never attempted to determine who made the gun. Different story when, much later, I bought a pair of Army & Navy 12ga boxlocks at a Cabela's store. In the original owner's motorcase. Was able to trace him as well. They were indeed made by Webley & Scott.
