I am loading 16 ga shells on a Mec 600 Jr. Rem Hulls I think they are called sp hulls Recipe : 1 oz loads. 700X 12.8 gr CCI 209 primer Rem SP-16 wads 1075 fps 9700 psi There is too much space in the hull and the crimps are sunken. No pressure on the wad pressure guage. I am out of cherios. Can I put a pinch of minute rice on top of the shot charge to fill the hull a little? Might be throwing 12.3 or 12.4 gr of powder smidge shy of the 12.8 the recipe calls for. I was loading # 6 shot. I am going to switch to #7 1/2 and see if that helps.

If you have some I have found that using an overshot wad on top of the shot column has helped with this in both 16 ga. and 12 Ga. Just put it on top of the shot and crimp.

My components are totally different but, I use the Down Range DR 16 and load 7/8 with proper stack height and good crimps. 3/4 oz have to add a cherio on top. You may be able to get 1 oz in it.
DR 16 was designed by the 16 G Society for lighter loads.

If an overshot card doesn't take up enough space, then a nitro card over the powder may work. Both are available from BP.

For more info on fillers do a search on 16ga.com
Light loads not filling the shell is an old problem for 16ga loaders. I have not heard the rice solution before, I would weigh the rice in comparison to cheerios to ensure you are not changing it very much (which I doubt it will, but you should weigh it out to be sure)
Concur with Justin on using a nitro card.
The standard solutions espoused are putting a 28ga felt wad in the bottom of the shot cup (my favourite), putting cheerios in the bottom of the shotcup, etc.
As others have noted the DR16 Wad route is a good one and is probably best in matching the wad with the shot weight.
I have found that roll crimping also works well with varying fill issues as the shell is shrunk lengthwise and compensates for the empty space. I note that roll crimping will be ugly at first until you get the hang of it. Other factors on roll crimping include the quality of the crimping head, the plastic or paper hull, the shot card. I have found the Rem hulls roll crimp ok, but I do lightly lube the crimping head every few shells

I use plastic particles they use in buffered shot. Not sure where I got it from, but it works pretty well. Depending on manufacturer I think it's called Grex or something similar. It fills up the cup a little and provides wonderful cushioning for the shot above it. Very professional.

The SP-16 is a 1 1/8 oz wad. The old R-16 was the Rem 1 oz wad. You might also try the Claybuster clone of the old Winchester WAA16 1 oz wad. I'm loading 7/8 in the Claybuster 7/8 oz wad, adding one Cheerio. Using Universal in the Herter's (Cheddite) hulls from Cabela's. They crimp very nicely.

I use American Select in 2.5" Cheddite new hulls in loading 16 ga. low pressure loads. I roll crimp and find that the DR-16 seems to be more suited for 3/4 oz. than 7/8 oz. I have loaded and used both loads. Gil

Be careful on use of Grex or other plastic fillers designed for buffered loads. They will, I repeat will raise the pressure of the load. Using buffer fillers needs to be done with strict adherence to tested data. Stick with the regular space fill methods.
